Public Holiday Added Via Staff Activity To Be Limited to Wage Staff

Functionality proposed:

When adding public holiday timesheets via Staff Activity, only add for staff of Earning Type "Wages" rather than those of "Salary" too.

Ideally, this would be a toggleable setting within the HR configuration.
